Requirements include all owners to obtain a 7 character code PREMISES ID NUMBER keyed to Global Positioning System coordinates, for any location that holds, manages or boards animals. Every person that owns or manages a location where even one horse, chicken, cow, pig, goat, sheep, elk, bison or any other livestock, would be required to register their property in a government database. Registration is done through the Mo. Dept. of Agriculture.

Animal ID.- all animals (29 species) must have an individual animal I.D. either by micro-chipping or radio tag in most cases, or otherwise physically tagged. All micro-chipped animals will have a 15 digit tracking number, unique to that animal.
Tracking The owner must report within 24 hrs., from birth to death, every time an animal enters or leaves the property for any reason, which would involve co-mingling of animals, 14 total different events, must be reported, each time, at a cost to the owner. The burden of this NAIS will be upon the owners themselves, with NO EXCEPTIONS for size of premise or number of animals.
Premises registration and animal ID required. Tracking of all animal movements within 24 hours required to provide 48 hr. trace back. the privacy of Missouri Citizens from complying with the 2005 Federal Real ID
Act. He also has co-sponsored HB1652
which would prohibit the MO. Dept. of Agriculture from requiring participation
in the National Animal Identification System.
